I dont know either. I just laugh at people who use that tired arse saying when the weather has gone as predicted for 3 weeks straight prior to a day they get it wrong.

I'm pretty sure they're right almost all of the time. And by "right" I mean, 24 hours in advance they get within a couple degrees of high/low temps and within a few percentage points of rain coverage.

The problem with winter precip forecasts is their complexity with timing and above/below freezing layers. Their forecasts are only as good as the data put into the models and the models themselves.

I also think people should pay much less attention to the local news stations and much more attention to their local NOAA NWS site. Read their forecast discussions. They talk about all the differences between models, reasonings for going with a certain forecast, and other possibilities if certain events don't pan out.

Meteorology: a science that deals with the atmosphere and with weather.
