wouldn't you call the superintendent an administrator?


and no, they aren't going to make it up because they have days built into the schedule for it

He or she is ONE PERSON. It isn't a group of administrators getting together and deciding they'd rather have a day off. In the education world, we consider "administrators" to be Principals and Assistant/Vice Principals. Superintendents are not considered administrators even if they technically are.

And your last point about it being built into the schedule, you are correct, which means during the COUNTLESS years where we have no hurricanes or snow/ice days, teachers teach extra days and don't get extra pay for it.

They use global forecast models that are pretty accurate 2-3 days out in a macro sense, but they are global, and not very fine grained. They can nail the forecast and still be off by a few hours and 50 or more miles. That makes the difference between a particular location getting the predicted bad weather or not.
