They're educated but are incompetent. You can be quite intelligent and be incompetent. Incompetent but smart people often have mental health issues, are weak, lazy, emotional, or have a very niche type of intelligence that doesn't serve them well in other areas. My older cousin is a brilliant geologist but couldn't hack it in oil & gas because of his personality and work ethic. He also can't control his finances and is an impulse spender.
