Long story short is that the US government is illegitimate, they have secretly sold you into slavery and collect money from some entity and therefore hold a secret bank account with hundreds of thousands of dollars in it under the name the US government has given you (which is why they don't "consent" to their legal name.) They believe that only a living breathing human can bring a claim against them - which is why he kept asking about who the plaintiff was and is the State of Wisconsin a person or an entity. Because of all of that they don't think laws apply to them. He is also a Moorish Sovereign Citizen who believes that he is a descendent of the Moors and is not subject to any US law due to a secret treaty the US made Morocco in the early 1800s.
They are insane.

I've actually had to deal with a Moorish Sovereign Citizen before and it was wild. This person claimed he owned all of the land in the country, had a fake ID made up that was issued by some nonsense Moorish entity, and wasn't subject to any US laws.

When I was a police officer, we had to take a few classes on this. I’ve long ago retired and have a vague memory of it having something to do with the 14th amendment when the slaves were given citizenship. Somehow that doesn’t apply to people who had who descended from citizens of theU.S. prior to that declaration. Thus making the US government illegitimate in their eyes.
