Louisiana sits at the southern point of the largest aquifer systems in the world. South of the flow of that aquifer is the Gulf of Mexico, which has absolutely no problems staying full of water.

The Sparta Aquifer supplies most of Northern Louisiana. Its only source of recharge is rainwater from a particular area of Webster Parish where the Sparta sand reaches the surface. The paper mill in West Monroe used to draw 10 million gallons a day from the Sparta Aquifer. After an intensive recycling effort they've reduced it to 5 million a day, which is still unsustainable. Multiply that by numerous other industries and we have a looming water shortage nobody's talking about.

funny, it's actually the farms in the central valley which is the most conservative area of the state that is using/wasting/stealing most of this water

We live on a planet that is 97% water. We have the technology to make self driving cars but not desalinate water from the pacific ocean for the western US to use?

I feel no sympathy for lack of water

Desalination plants are not allowed in California, they endanger a 3 cm inedible fish.

The live on the ocean. Desalinate the water and use it. Cut out some of the pork and use it for this. You know life sustaining stuff.
