Not at all. I've done something similar at the car rental place. They said they notified me my insurance had run out for rental. I never received that info and told them so. They wanted me to pay for two days. I said no and walked out.

I think I would have just bit the bullet and went and got the $29 cash instead of staying on hold with customer service.
But I will do just about anything to avoid a dumbass hour long phone call with someone from India.

He is a Verizon rep but handles individual business type and friends accounts. I don't have Verizon fwiw. He couldn't match my t mobile deal I have when I talked to him about switching and Verizon is sketchy at my work.

I was surprised at how great their customer service was. I waited for 15 seconds and the woman apologized for the wait. It was an American woman who took care of everything promptly.

OP, you were in the right. Unfortunately, what is probably going to happen is that they won't "process" the return, Verizon corporate will likely send you a bill for the full retail of the device, because no one will be able to "find it" when you finally get the service canceled.
If you don't get a receipt at the store that shows you returned a unit with a particular serial number, it's nearly guaranteed that this is going to happen.
