I don't understand your displeasure at this. As the waiter it is your job to bring the appetizer out first. If you know the appetizer takes longer then don't put in the entire order at once. I have waited tables. It is not rocket science.
Are waiters now supposed to get huge tips whether they do their job or not?

We have different sectors of the kitchen work on different things. The cooks who prepare the onion rings are not the same people who work on the sandwiches/burgers. Also everything in our kitchen is hand made from scratch so its not like you just throw things in the microwave.
Onion rings are made from scratch, but they are fricking simple as shite. I have made blooiming onions to order for apps and got them out before salads.
It's obvious that your management does not have the stations set up properly.
If you don't have a rack or two of onion rings pre battered for busy times then you are setting your fry station up to fail.
If you use a flour coat onion ring all you do is take the rings which soak in a water mixture in a cambo on your line, flour, egg wash, flour, then into the greas. BAM handmade.
It's not like some grandma is back there hand selecting yellow onions and slicing them by hand. You have pre-sliced rings on the line.
You always send out apps before the meal. IT is the fault of management if this does not happen. Unfortunately if management doesn't deal with issues the front of the house feels the effects.
I know how line stations work.

every decent restaurant has a system to prevent that from happening. i dont care how big, how small, or how busy
they need a new kitchen manager or they need to limit menu options if they are having this much trouble.

I got up and tipped their waiter right in the middle of the restaurant where they could see.
I had someone do this to me a couple weeks ago.
They heard the table next to me conspiring about not paying me and dine & dashing because they didn't have enough money to cover the bill, so they got up infront of them when I was over there and handed me a $30 tip on a $20 bill. He said "This is incase these guys try to skip out on you without paying what they owe" loud enough to where they could hear it.
The looks on face of the people at the table who were trying to dine & dash was priceless. Those people were about $2 short after scrounging together every last penny they had. I got my manager and she told them not to worry about it, then my manager comped off one of their entrees so I still made $7 on table

The expos will get a ticket with the entire order on it but appetizers/entrees are split anyway, so they won't know if the app has already gone out or not.
They have to do call outs. Fire your expo and get new ones.
"Fry drop the rings for ticket 39" then the expo looks for the ticket for the entrees for table 39. Then "pantry hold off on the reuben for 39 until I call for it"
Yes even in slammed deep in the weeds restaurants. Don't act like yours is the only one that gets in the weeds on tickets.
Expo is obviously set up to fail based on your posts.

Do you work in a chain? Nowhere I've worked would bend over for people the way you're describing. We never let those people win.
Hell, I had a woman come in one night 10 minutes before close to place a to go order:
Her: Yeah, I'll take an order of the red beans and rice to go, but no sausage.
Me: The red beans are already cooked in a pot, ma'am. I'm sorry; they're not made to order, so I can't leave out sausage.
Her: Yeah. I know how red beans are made. I just want them with no sausage.
Me: Well, the sausage is already in them.
Her: Yeah, I don't want any.
Me: *lightbulb clicks* OHHHHH, you're probably thinking we do a sausage link on top of the beans. No ma'am.. the sausage is chopped up.
Her: Yeah.. and I don't want sausage.
Me: Soooo..? You want us to hand-pick out each piece of sausage.
Her: You don't have to use hands. You can use a spoon.. a fork.. I really don't care. I want red beans and rice with no sausage.
*I walk to kitchen*
Me: RED BEANS AND RICE WITH EXTRA SAUSAGE.
Bitch.

this has got to be one shitty town with just one place to eat

That's terrible. They clearly went to the restaurant with the plan to not pay, OR are so fricking dumb they don't know how much money they have.
You don't (at least normal people don't) just show up at a restaurant without the means to pay unless that was the plan all along.

You obviously haven't worked in a kitchen or restraunt before
99% of the time the appetizers come out before the entree. Most of our appetizers come out in 5 minutes, entrees around 15-20 minutes.
But when you order something like a club sandwich that takes 2 minutes to make, that can be run before the appetizer.

you can't go six blocks in any direction in Broward county without running across some kind of Irish pub/sports bar

Now do the same thing, only realize they are the most popular appetizer in the restraunt, in a restraunt that has been at 100% capacity and a 45 minute wait since opening, there are 24 rings per order, and have to be arranged in a tower.
sounds like an awesome problem to have
do this, tell your manager that a PURE margin app is a cash cow and needs a dedicated $10/hour fry cook whose onion rings bring in between $60-$120/hour in pure profit (if constantly dropped and waiting)

This is the biggest problem IMO...tips are expected and not earned. And that is bad. Sometimes waitstaff expect to be tipped "properly" (in terms of the norm) no matter their level of service. Thus, they don't perform their duties well (or at all) and still expect to be compensated for that.
I've never held a tip from anyone, but if the service was bad enough, I certainly have that right, and would apply it.

Again we are way too busy to do that.
I know it isn't your fault, but that really isn't an excuse. I've worked as a cook in a restaurant before. there should be a system in place to aid with getting the apps out before the entre. On our tickets it labeled what was expected as an app so that we knew to give the entre a little time.

I still make $100+ every night in tips but could make even more if it weren't for the trailer trash who comes in

WTF are you talking about?
It's called an appetizer for a fricking reason

No offense, but you aren't a good server if you actually think it's okay for someone to get their app after their entree.
And your restaurant is crap if there's literally NO way to avoid this.
But there is. Hypothetically, if your kitchen can't do it for you, you can do it. Pretend in your brain that they ordered the app only. Then ring it in. Then a little while later, pretend they just ordered the entrees. And ring them in.
There's no reason someone shouldn't be able to order both at the same time and get them in the correct order.

He said one dish was "New Orleans pasta with Shrimp"
That was a hot and popular dish at "Cheddar's"
Cheddar's also claims to make everything from scratch. Front of the house parrot this, but rarely get the truth anyway.
Also he said they have gift cards.
A new just opened one off place won't have gift cards, so that points to a chain.
the dish he named points to Cheddar's.
The clientel that place attracts isn't conductive to good tipping.
Cheddar's also gives you 24 onion rings in a tower.
So he works for a Chili's knock off.
And yes then your expo is failing if you work for a corporate chain and they can't beat an entree with onion rings.
