Built a fricking dam. That's what they did wrong. Water should've flowed south instead got pushed east and west.

I have mixed feelings I guess. I mean that photo looks bad. Real bad. And it's possible that people in the area who only got about 2-3' or less may not have flooded without the barrier..
But at the same time, the interstate was not built at a random elevation. It is not designed for "water to flow south over it." It's set at an elevation not to be overtopped at all, so I'm sure the barrier wall acting as a dam for water was never considered. It is literally impossible to design all roads for a 500-1000 year design storm. So what's the alternative? No interstates? No modern infrastructure?
I feel for the people who got fricked by this, but if it wasn't them, it would have been someone else to the south. Just sucks all around.

Slightly off point since wall divider is there but,
The wall barrier wall was really put there to stop the rubbernecking of accidents that occur on the other side of interstate and create more accidents / backups on the opposite side.
The 3 cable system is way cheaper and stops accidents from crossing lanes, but wouldn't stop rubber necking. It would however allow water to get through.

one would think someone would have the foresight to put some grates at the bottom of that wall.. if only to help collected rain water move.

He has a very legit claim IMO. That barrier wall that stretches from DS all the way to Satsuma is the reason that Walker between I-12 and 190 got 4 to 5 feet of water.
I know people all up in that section of Walker. Many of them told me that the water had actually started going down on Saturday... by Saturday night they were being evacuated by boat. The water from the Amite in DS rode that wall all the way into Walker and was the major contributing factor in how high the water got in that stretch.

That wall saved my brother's house. If he got flooded he wouldn't have been able to help me all of last week and I'd still be gutting my house. The wall issue is a catch 22.

They are not... just as buildings aren't designed for F5 tornados.

It does have holes to allow for drainage, but no amount of "grates" would have helped much. Even if there wasn't a wall there is still the interstate and elevated overpasses there which is still higher than most of the land there, so there still would have been flooding, although likely not as bad.

No it doesn't. Each section has a very narrow slit between them... but there aren't drainage holes.
