Just a quick look at usage of these walls around the country and in other countries displays a typical inclusion of slot drainage determined by hydraulic design requirements.
If corners were cut to save money and results in millions in dammages that's definitely something that should be looked into.

I think it will mainly depend on the exact response given as reason to not include any sort of drainage after a drainage consideration was initially requested for the plans.
It boils down to why was the request denied?
Like i said about the culverts, hell they might have drainage for a 100 year event. and they just didnt keep up with this 500+ year event.
Engineering is all about risk reduction, not prevention.
If it was about prevention, all houses in hurricane zones, tornado zones, and any type of flood zone would have think concrete walls, on piles with an impermeable membrane to prevent water intrusion. So basically everyone would live in a bunker.

on what basis? did he hire an engineering firm to study the area? Or, did he just have a hunch it would inhibit sheet flow during a 1000-year event? Has the wall ever previously failed under 100 (or less) year events?
