Do you actually think they are letting certain property fall to crap just because more black people live there?
It is much more likely the place is older or wasn't taken care of and therefore rent was lowered and a different group of people began renting the place out. I can show you a thousand neighborhoods that used to be very very nice and mostly white, then they begin getting old and run down and poorer families start moving in, those families are typically black or at least not white. Just the way it is around here. Not the fault of anyone, really. Are those neighborhoods racist?
Should this have happened? No! However, I think it is going a bit far to insinuate they ignored problems just because their tenants were mostly black and that if they were white they would have made sure everything was fine. It is about $$$, not about race in this situation.

There is a standard of reasonableness that must be applied in situations like this. Did the property manager act in a reasonable manner? What precautions did the parents take, or should they have taken? Were those precautions adequate? Those are for a judge, or jury, to decide.

In total, deputies said they found approximately 140 violations on Friday. That includes wiring, fire extinguishers and improper smoke barriers in the attics. Plus, officials said a majority of the smoke detectors were missing or broken in all 48 units.

The reason he had to use political signs to cover the units? He said the complex owners and managers would not give him enough money to buy parts.
Kiran: So how did you go get some of these things?
Jack: I bought some of the stuff. I actually went to the hardware store and bought out of my own pocket.
Kiran: Did you ever get reimbursed?
Jack: Well, no.
Kiran: Why did you pay out of your pocket?
Jack: Because I didn't want people to get hurt.
We reached out to the managers we saw on property when we went out there, but they had no comment. We asked the property management, Latter & Blum, for an interview. They denied that, but sent a statement:
"Latter & Blum Property Management continues to look into this matter. We have no further comments as this is a subject of litigation."
Jack said there were AC unit covers lying all over the place and several were uncovered, not just the one where the little girl died. He said he told management there were hanging wires and something needed to be done.
Jack: All they gave a damn about was money, money coming in.
Kiran: What about the tenants and their safety?
Jack: How could they not have given me what I needed if they cared about anybody's safety.
Because of those reasons, Jack said he no longer works at the complex and for Latter & Blum, and added he never plans to again.
Jack: I would not work for Latter & Blum because of the experience, especially the experience in Addis. I wouldn't work for Latter & Blum again if they offer me a 10-figure salary.

Jack: You should be ashamed of yourself.

Who said anything about approving new AC units. This company has an obligation to either drop the landlord if he won't keep his property up to date or force them into making critical repairs that are mandated by the state fire marshal. This company didn't care, turned their head, and took the money. The could have even self-reported the code violations to the parish/state to force their client to get it fixed.
They didn't and now the entire brand is destroyed because of greed pure and simple. Who owns Latter & Blum?

With this all said, explain how this isn't Latter & Blum's problem.
Property management contracts generally go like this:
Management company maintains said property and collects rent for a portion of those monies. The owners get a certain amount each month (usually a flat rate or a rate based on occupancy). Aside from major repairs that aren't covered by insurance, the management company pays from their portion of the rents they collect.
That's how "this shite works".

This article is about low rent apartments getting low rent service. This is a valid reason to be upset as Latter and Blum seemingly did not keep this property up to safe standard.
However, the big problem I have with your comments is how you immediately correlate to racism. Maybe there are all black ppl in the apt and maybe not, but there is zero evidence at this point to immediately jump to race. This is the problem with currently with regards to race relations. Make the facts fit your opinion or agenda with no basis behind it. I guarantee there is atleast one white person in the complex. If you can tell me his or her apt is safe and pristine while his black neighbors were not then I could support your argument, but from what I read this is not the case and your argument is hollow.

These are 2 different sets of properties. One group is conventional, the other tax credit.
As far as knowing what is wrong in apartments...
Management usually does a yearly inspection but we rely on tenants to inform us when things are wrong. At every property I've worked at, we've had people move out and I've been SHOCKED at things that were wrong and never reported.
I've never worked for l&b but I've worked for a few different management companies.

A lot of people hide jobs or keep people off the lease so they can qualify for tax credit properties
