I'm all for shooting dogs on the loose that are vicious but if you go into someones fenced property and shoot or harm their dog then you need an arse whipping from the owners and then to be arrested for trespassing and animal cruelty.

That is correct…the letter of the law states that the utility worker has to have access at any time to utility-owned facilities for safety reasons…and that includes reading the meter and disconnection of services.
Your neighbor is free to have the meter moved (at his expense) to an accessible location…however, he failed to do so and his dog was sprayed as a result.
He is free to raise all the ruckus he wants to, but these have always been the rules and the same thing will happen monthly if your neighbor doesn’t remedy the situation.

Entergy used to do this regularly when just reading the meters. They did it to our dog years ago and he pretty much hated all strangers afterward. We contacted them and they quit coming on our property to read. They would send us cards to read our own then they would come 1 time a year to do their own reading to make sure that the readings had been accurate

It was. He was very friendly before. After that he pretty much only liked the immediate family.

Did the worker spray your friendly, docile dog just to be mean, or was it acting aggressive with him as well?
Can't see a worker spraying a dog that doesn't pose a threat. Maybe the worker was a dog hater and sprayed your dog for the heck of it.. I wouldn't think so though. That would piss me off.
If my dog was aggressive or tried attacking a person, I have no issue with that person spraying the dog. The dog will get over it just like people do.

The dog was in the back yard and just ran to the gate when it was opened and got sprayed.

They do it all the time. If a dog runs up to them they just spray first. You also don't realize that there is a large segment of the local population that is scared of dogs?

Worker should pepper spray any animal that presents a threat as he is doing his job. He is in full right to do that if it presents a threat.

Yeah, but they're usually scared of mean dogs the most. If a dog happily walked up to the gate, tail wagging, I think most people might be okay.
I do know some are afraid of dogs like I am of snakes. People kill snakes without hesitation. Consider your dog lucky...
