Because he didn't dig it, it's either a sinkhole or due to erosion/weathering/etc. It was in a fenced off area with no trespassing signs for a reason, dude is being straight up framed to get a homeless off the street. Utah apparently doesn't play around with vagrants

Assuming bridge provided permanent shelter from elements. Pretty decent idea depending on how hole was set up for drainage etc.

The collapse of two supports on the interstate bridge around Delaware has left a lot of highway departments really cautious of what goes on under their bridges and overpasses (Atlanta, too.)
