So are most of the schools that have played the USNWR game. It's manipulation because it tailors improvements to metrics used by USNWR.
It doesn't mean improvements aren't real, but the most obvious disconnect is the rankings vs. perception in the academic world. And FSU is not perceived as a top 50 university (by employers, academia, etc.) and probably won't be anytime soon, despite the gains made.

i dont trust lists that have ties, or are incomplete
that is symbolic of the failures entire academic system
you dont rank all of us 289-398 and just not finish the list. if i was a teacher i would grade this a C- at best

Friend,
Princeton has been #1 in almost every US News ranking for undergrad for at least the last two decades. Its undergrad program is better than Harvard. Grandfather received his B.A. there, the original Ivy League school. In every possible way, Princeton is better than Harvard for undergraduate education. Graduate school it's another story, and ultimately, it is Harvard's graduate programs that give it its world acclaim.
Cousin, against the protestations of Uncle, who demanded the same path he took at Yale, went to Harvard where he won the Detur Book Prize before graduating Phi Beta Kappa. Deep down, Cousin knew that Princeton undergrad was superior, even if he never admitted it to us.

I can guarantee that I could get in a discussion with a graduate from any of these schools and they'll be the dumb arse.
