I think they are part of the "distinctive tags" group, so they probably cost extra, too.

Alabama has a ton of license plate options. The base one is very ugly so I went with a Miss. State tag. Wife did the state parks one

From what I have heard the Alabama license plate designs are supposedly done by the regular staff in Montgomery at the Revenue department, and even one by the Governor's assistant. Other states work with a design firm but we have Jim Bob's wife Sally who just got into MS Paint.
