It's all about how you maintain ships throughout their life. I'm currently typing from my office on a carrier that is 40 years old, and it doesn't show it's age. After seeing the amount of money the Navy spends on one, like cost of build and maintenance, number of personnel to operate, port visit costs, logistics to get underway, etc., it's not shocking that other countries are depending on the US to provide that forward presence.

France and UK technically fall under both hemispheres, but a majority of their lands fall under the Eastern Hemisphere, so that's what they associate as. But yes, their carriers are deployed. We did a turnover with Charles de Gaulle in the Med before we left.
