You've summed up the US's failed negotiation tactics with international organizations over the past 25 years. It does absolutely no good to have the biggest hammer when everyone knows you'll never swing it.
What happened when Germany constantly refused to fulfill their NATO funding obligations? Nothing.
Trump came in and said he was getting rid of their cushy tariff deal with the US as well as pulling our bases out of Germany. Well, lo and behold, look who started ponying up the Deutsche Marks.

Lord knows past presidential years have squandered opportunities to keep ahead and have been pussies.

We should absolutely freeze all money until they, at minimum replace the head guy, who, by the way, covered over and was involved in genocides in Africa.

The fact that this largely symbolic gesture is being talked about by the people it’s being talked about essentially proves the fact that is just fodder for trump’s political base.
It’s not going to make any difference to anything in the near term and whether they get more money in 2021 will be settled by the election.
This is just a stunt.
An investigation into their handling of this situation is certainly warranted but this dramatic gesture does nothing in the short to medium term other than generate talking points on Fox News.
