NYC (you would be a small timer)
Miami (they will talk about you in Spanglish)
L.A. (hipsters)
Boston (they talk funny)
Chicago (fading, plus corrupt)
????
I say NYC for the home base, and travel extensively.

I could live with a billion in a cabin in the middle of the woods. I would definitely have a home in Montana and Alaska.

You would never get peace in a small town. You would be a spot on the sidewalk with a billion in a major city.

I'm assuming this is a thread on the Powerball which would result in approximately $561M in your best case scenario after taxes, so you wouldn't be a billionaire in the first place.
Regardless, this is a pretty good list to start:

It's a very nice place. I remember it fondly. I've been to all on your list except Santa Barbara. Leesville has too many people already.

If I actually won the powerball I'd build a compound out in Pinehurst or Magnolia ( NW of Houston ).
Put in a modest, but tricked out house from myself. 5 br, 3k sq ft type size. Build my parents and in laws each a home. Buy a town home in BR for football/basketball/baseball weekends.
Then just put the rest in savings that would yield a modest return after buying a few toys.

Anywhere in the US as long as you don't throw your money around.

I would have to take a long hard look. Techincally, you wouldn't have to look like a billionaire, or millionaire. A well-off mostly person yes...but Id be afraid to get too flashy.
