Right at the front of the VW Beetle. If you go from the ground up, right to the left of the front wheel is where the photographer is standing. The middle oval is circling his pelvis.

My working theory is that former Grateful Dead photographer and band manager Ron Rakow is the mystery photographer. I base that off the fact that the film was abandoned in a storage unit, but I can’t find an exact date. However, Rakow went to prison in 2007 for tax evasion and was released in 2011. If he was in prison that might explain why the unit was subsequently abandoned.

That's a solid theory.
The guy with the camera in this pic

definitely looks like it could be Rakow

I'm probably dying

it looks like the guy in this pic has longer hair than Dakaw though. He could be wearing a hat, or it could be from a different year when he had longer hair?

Judging by the heavy coat, and it being San Francisco, I’m guessing it’s a knit/ toboggan style hat.

I believe that’s Neil Cassidy. I’ve yet to find an image of Rakow.

Here's a video of that concert. I see several cameramen but nobody matches dude in your picture.
YouTube
And another one which has some footage from the same position as the picture of Garcia was taken
YouTube
And an article identifying Jim Marshall as a photographer of that concert

Iconic photographer, Jim Marshall captured some of the most important cultural and social events of the year that defined an everlasting identity for San Francisco. Marshall had an all-access pass to documenting history in the making. He stood next to Allen Ginsberg at the Human Be-In in Golden Gate Park and was onstage with the Grateful Dead at their street concert in the Panhandle

At first glance, I thought it may have been from the 5-3-68 Columbia show, but the band is wearing different clothes.

That photo of the Dead looks like it was taken at the Panhandle, which was down the street from Golden Gate Park. The real Summer of Love was in 1966, not 1967. By the summer of 67, Haight Street had become a major tourist attraction by and was overrun by teenage runaways. Many SF musicians had moved to Marin County.
There was no city in the world at that time that had a scene like San Francisco. By 1969 hard drugs hit the Haight and it became crime infested.

Another solid theory. He passed in 2010, so the potential for an abandoned storage unit is there. I wish I knew the time frame of when these rolls of film were discovered

Thoughts?
I think this is pretty cool. I don't know how to help solve the mystery, but it is cool.
