So, this money could have been spent to improve drainage and benefit the entire parish, but instead it's being spent to renovate a single dilapidated building to the benefit of a corrupt NPO.

So the dude councilman is questioning whether or not we are using these funds correctly. Marcelle stands up there saying we have to use the money before July 15th, due to a deadline. He agrees, but wants to make sure we aren't rushing the decision.
...She then says, something of the sorts of "Yes, we don't want to waste tax payer money, like we've seen on the front page of the Advocate recently"
How does she or her gang think she dropped the mic on him?

For some reason I imagine the Team Gravy shirts should resemble those awful alton sterling shirts with the huge blood spatter on them but with a huge sloppy gravy stain instead of the blood stain.
