Teachers don't have many options. If they touch those kids wrong, they'll get in trouble. Many are told to just call the principal/security and get all the others kids out of the class.
That said, fights like this have been happening between kids of all demographics for decades now. Only thing that doesn't seem normal here is one of the girls is in a sports bra and workout shorts. When did that become approved dress code?

I never witnessed anything like that in high school. I never saw a bar brawl in a classroom. If there was a fight (and there weren't very many at school) it happened in the common area at lunchtime - and it was between two people and it was broken up almost immediately. That's a whole different level - that's like shite you'd see at a strip club. Nobody involved in that belongs in a regular school.

I feel like adults can't really react properly to these incidents, because it can only go really bad for them and they could lose their job. It's like no matter how they react people will criticize, so they are best to stay out of it.

It’s time to end the public school experiment. Give the money to private institutions, including religious organizations.
Set a minimum curriculum and let the organizations recruit students based upon their environments and legal agendas. Public schools have become social cess pools.
