This is still better in the long run than just continuing with no cutbacks and filling reserves, making new reserves... etc. The price of oil has to go up, or they might lose more jobs permanently. There's no Oil demand.

What is the alternative, just cut back somewhere else?

Well looks like there's only 18 rigs total in federal waters right now. not like it could get much worse.

Oh yea, definitely a under the table deal with Russia and Saudis, you are 100% right. No way they cutback with the US not contributing in some way.

We should shut down farming too just to make sure we maintain proper social distancing measures.

Farming is a much bigger concern right now than oil. Farmers in Georgia can't get enough workers to harvest and time is running out on many of them.

That report is drilling rigs and doesn't account for the production facilities.
