how likely is this to turn into a cat 1?
not very likely, the dry air is extremely intrusive on the western side, thus cindy is likely to maintain this strength till landfall.

I'm visiting someone in Shreveport Thursday, what are the chances of this remaining hurricane strength and should I get this person to board up their windows, since they will be in the eye after landfall?

Probably not, the threat of this thing is the rainfall potential, not the wind speed. Wind speed will probably barely reach cat. 1.

Virtually none. Even if it gets to a 1, the land will sap it's hurricane strength way before reaching Shreveport.

This is NOT and probably never will be hurricane strength. I am very close to the coast and we are expecting 30-45 mph wind gusts at the most. THe potential for flooding is the greatest threat for this storm not the winds. Shreveport probably won't even get a breeze from this. However, they could get some heavy rain due to frontal interaction with the remnants of Cindy.

i wouldn't worry, this thing is more rain than wind so they'll be fine.

Again, noone is worried about the wind, its all about the rain and potential flooding.

I actually thought about taking meteorology in college. I'm a geek when it comes to weather.

Lakeshore Drive is flooded in Nola. Lake is overlapping the sea wall.

KPLC is predicting 1-3' surge along the coast
Posted on 6/20/17 at 6:32 pm to oVo
KPLC weather expecting 45-50 sustained winds in LC at some point. And those guys are CONSTANTLY conservative as frick. To the point that it's annoying. So them actually admitting the winds may get that high makes me think they might be serious
