Rain totals have not shifted west, this simple isn't true. The track of Cindy isn't really playing a role in the current rainfall forecast. It could eventually cause issues for Houston later down the road but is not really changing things for Louisiana. Nothing in the 18z models suggest that the higher totals are going to be outside of what is forecasted.
