this doesn't happen nearly as much as you think it does... it does happen, and like i said, some people will take advantage of anything for personal pay off or personal gain, its just going to happen in all walks of life, this is no different, unfortunately... but 95% of the time, i'm sure its just as you said, they don't bother anyone, they use the bathroom, and roll and nobody knows it was a transwoman that was in there pissing next to bio women...

Why is a good idea to have a policy in place to not inform that parents the child wants to change their gender and behind the parents back they (school) starts the process.
