Could be Mr. Rackley, seems like he owns half of highland road. He's the one with the house on the hill to the left of the BREC observatory, if you're looking at it from highland road. It's the one with the chicken statue that he always moves. 
I worked for him on weekends in high school to earn extra money, and he owns a lot of property. Off the top of my head, that includes up and down highland, other parts of Baton Rouge (around Catholic High mainly) and also a bunch in Beaumont, Texas.

The city. They've also built a trail along Dawson's Creek starting a Quail Drive that goes to Perkins Road Park.

There's one that makes a big loop around the Jimmy Swaggart / Family Christian Academy property... I assume they own it since it's on their campus.

That trail is supposed to connect in to the trail by the creek at the mall.

I live right by the start of the trail on Quail. On days like today, the trail is packed with people walking, biking, etc. it provides a great cut through to the park and football stadium for the neighborhoods. Sorry you've never used the trail but it's far from a waste

You must be a run-of-the-mill lard arse who never leaves his home and hates nice public spaces used by many for exercise. The massive amount of taxpayer money used to build the trail impedes on your RIGHT to gorge yourself with even more Cheetos. Sad!
