The vast majority of the shootings come from something like 1,400 people, and the police dept has a list of them, but they can't do anything about it other than what's outlined in this article.

Maybe if Lazarec would have been at work and the kids in daycare, the shooting which happened around 1:30 p.m. would not have got them.
