You don't even need the symbols to make your brain imagine what they're doing. It's the pattern of the strobe affecting your brain. Cover up the symbols and your brain still thinks they're moving.

Zoom in on the edge without seeing the arrows. They’re either moving slightly or the light is changing direction in the sense of where it’s flashing.

The boxes are definitely moving if you consider the black inner portion of the lines part of the box.
A straight edge placed on your monitor will allow you to see that the black is not just blinking it is actually moving in the direction of the arrow. The perimeter of the lines doesn’t move but the full definitely does
