Tipping is an American thing.
Other countries’ visitors do not get it. I (American) do not either. In most places, staff costs are covered by the company providing the service.

So are they paying hotel workers like they pay wait staff now and they now rely on tips for most of their salary?

That's really my biggest gripe. Sure, I can't stand that every place where you serve yourself now expects a tip. I have no issue leaving $0 if I don't have any sort of service.
The percentages have gotten out of hand. In the early 2000's, I waited tables while in school. Was like chain restaurants, so admittedly nothing fancy. I vividly remember 15% being considered normal. Then it pushes to 18%. Now many places have 20% as the minimum option. It's getting absurd.

Brought my kids to a self-serve frozen yogurt place this past weekend. You serve yourself, toppings and everything, weigh it yourself, then check out yourself, and the tablet suggested 25% tip.
That's just the norm these days. It's wild.

Several years ago I was at a Loews in Philadelphia for meetings. I got a call one morning at breakfast that our company network was down, so I hustled back to my room to try to log in and figure out what was going on.
Not long after, the cleaning lady knocked on the door, and I asked her if she could come back later as I was dealing with a work issue. She said fine, no worries.
Got the issue figured out and resolved and went back to my meetings. Got back upstairs around 5pm and she had cleaned my room and left me a bottle of water, a package of pretzels and a nice little note tell me she "hoped the rest of my day got better". I still have the note.
I found that to be very sweet and she did get a nice tip when I checked out.
