Just start getting rid of them. Same as you do when you remove a skin lesion. Best to get rid of them while they’re young before they grow and spread to the rest of the body. They’re a cancer. Remove them.

Or course, you are correct. Violence should not be tolerated. Period. There are a lot of people in prison for bullshite reasons, and I am somewhat sympathetic to the current state of our prison and justice system.
However, there are certain acts and certain crimes that basically should automatically negate your right to exist in a civilized society.
If you fire a gun at another person not in self-defense and/or in the commission of a crime - boom, life in prison.
How anyone could ever defend someone spraying 45 bullets in a populated area, is ridiculous. That is a sign of a broken human being that cannot, and really should not, ever be rehabilitated.
Put them down, or at least away, like animals.

Talking to a couple of JP deputies I know, ShotSpotter triangulation is pretty darn accurate if there is an adequate microphone array. The inaccuracies were more related to false positives like fireworks, car backfires, etc.
JP got rid of the ShotSpotter system. I heard Sheriff Lopinto discuss his decision, he said that while the system was good, in most parts of Jefferson Parish, 911 calls for gunfire come in quick. He said that through 911, they can dispatch units nearly as quickly as they can dispatch through a ShotSpotter alert. Thus, he decided the money could be better spent elsewhere, like putting more deputies on the road.
If Lopinto is correct, then ShotSpotter is better in places with poor community support for the police. If people aren't calling 911, then ShotSpotter becomes much more important. Put another way, ShotSpotter is a best option for failed communities.
