I’m going to on a limb and say that you already know that they monitor NOx and SOx emissions.
It’s just that the media/public DGAF about it because acid rain and smog due to plant emissions have largely been eliminated, at least in most places, since the passage of the Clean Air Act. I think most people view it as a 70’s and 80’s problem without realizing it’s still a huge enforcement focus to this day.

Watch for heads to start exploding as the people trying to shut down these plants... slowly realize that regardless of where the co2 comes from, the only realistic material (and mature industrial technology) that we have for long term sequestration is plastic.

A lot of plants that get bought/sold over the years wind up retaining their legal entity names for quite a long time. It’s probably a massive headache dealing with permits, taxes, etc. when they change the legal entity.
Keep in mind that most of these facilities have legal entities set up for that specific site - e.g. Valero Refining New Orleans LLC for Valero St. Charles.
I don’t know exactly what the legal entity is for Shell Convent but it would not surprise me if “Motiva” is still in the name at this point.

It was shut down in March of this year but the Saudi’s gave that plant to Shell and they took over the Port Arthur plant completely 4 years ago.

I do the greenhouse gas report for one of these facilities, and they’ve got us mapped in the wrong place.

Is this plant that's actually in Sulphur? If yes, during a summer break in college, I took a gig there w Brown and Root as an electricians helper. Horrible decision. All I did was bend and thread conduit and pull wire. God that sucked.
