Interesting mod. Looks like a refurb 7002 700j with black Cerekote. Never been a fan of Ploprof hands on a Seiko.

It is a mod. There is a huge mod community for Seiko watches and a few dozen "companies" that sell completed modified Seiko divers. As I mentioned above it seems to be a refurbished 7002 700j that was Cerekoted black with a new dial, hands, chapter ring and bezel insert. Something like this should run about $120.
