i dont know what skinny shorts are. mine hang right above the knee, as opposed to halfway down my shin.

I don't share your opinion therefore I'm not "proficient" on the subject. Nevermind that one quick Google search shows GQ is ok with cargo shorts. You may want to consider sending them an email to make them more proficient on the subject, just a thought.

Some do. I think they're fine. I prefer slightly more above the knee for myself, but I certainly don't go for that chubbie 4" inseam.
