Now add to this the "no harm" response to homeless addiction, which helps enable more addiction, which leads to more crime, which leads to more "no harm" policies, which enables more addiction, etc.

I don't live in California, so I don't begin to pretend to understand the dynamic, but there's more going on than that. Case in point: Louisiana defines misdemeanor theft as anything less than $1,000, yet we don't have massive roving bands of smash and grabs, even in New Orleans.

We bumped that threshold from $500 to $1,000 over half a decade ago. So if said roaming bands are imminent, it's hard to argue that it would be primarily, or even significantly, due to that increase.

You hit the nail on the head with this one. Every day it feels more and more like our society is on the verge of collapse and we are too busy fighting over stupid shite to do anything about it.
