1.4 miles of a 24 mile bridge now has shoulders, yay.

What makes you think people would be pulling over into those new sections on the side anymore than they'd pull over into the current crossovers?
At least once the new side shoulders are done, its more likely someone with a flat tire or engine trouble will be able to get themselves pulled over out of traffic lanes instead of being 3 miles from the next crossover and blocking a lane of traffic for 20+ minutes until causeway police and/or motorist assistance patrol can get to them
