And if it did, why New Orleans? Why not Kandahar? Pyongyang? Aleppo? Etc.
The powers that be had financial interests in New Orleans. Not the other places.
It is all much simpler than you think, if you have an open mind.

Are the Republicans in Louisiana so much into the party that they will not investigate these reports?
You are mad that republicans won't authorize funding for studying a remote controlled climate?

We should see what Sampson says about this in his diary.

Financial concerns? I thought it was about getting rid of black folks.

The haarp is controlled by the AARP in order to bring sunny warm weather to Sarasota Florida all year. Temperature never goes above 85 for the high and 60 for the low

I really hope you are being serious

I think you mean LARP. What mythical character do you usually play?
High Frequency Active Auroral Research Program = HAARP
From Haarp.net:
quote:
The Air Force (Air Force Research Laboratory) and Navy (Office of Naval Research and Naval Research Laboratory) has been absorbed in the development of research and deployment of a system that is based upon the pioneer work of Nikola Tesla. HAARP (High frequency Active Auroral Research Program) is a major Arctic facility for upper atmospheric and solar-terrestrial research. HAARP is being built on a DoD-owned site near Gakona, Alaska. Principal instruments include a high power, high-frequency (HF) phased array radio transmitter (known as the Ionospheric Research Instrument, or IRI), used to stimulate small, well-defined volumes of ionosphere, and an ultra-high frequency (UHF) incoherent scatter radar (ISR), used to measure electron densities, electron and ion temperatures, and Doppler velocities in the stimulated region and in the natural ionosphere.
A layman?s translation would have one ask what effects upon weather could such technology pose? A good source to answer that question can be found in the accounts of Dr Nick Begich. Put simply, the apparatus for HAARP is a reversal of a radio telescope: antennas send out signals instead of receiving. HAARP is the test run for a super-powerful radio wave beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto Earth and penetrate everything-living and dead. HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other US military documents put it more clearly: HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes".

Yeah bc New Orleans is the financial capital of the world

Does this have anything to do with Sampson boning you?

I realize that hurricanes strengthen as they go over warmer water - but not as fast as this one did. It could not do it without man's help. Again, google and read about HAARP and the patent - in the patent they say it can control weather.
From the HAARP patent:
quote:
“Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device.”
So these weather machines have to create a pinpoint accurate pulse that will carry thousands of miles to hit a precise, unpredictable, moving target such as a hurricane?
Sounds reasonable.

Oh dear, you are actually serious.
I have no words. What do you say to someone who is about to spin off the face of the planet into an entirely new dimension of crazy?

OP's stupid is more immense than this building was.

I knew there was something about the Lower 9th and NO East. I just couldn't put my finger on it.

I'm not a scientist, so I can't explain it well, but yes, it is reasonable.

Stanford University professor Umran Inan told Popular Science that weather-control conspiracy theories were "completely uninformed," explaining that "there’s absolutely nothing we can do to disturb the Earth’s [weather] systems. Even though the power HAARP radiates is very large, it’s minuscule compared with the power of a lightning flash—and there are 50 to 100 lightning flashes every second. HAARP’s intensity is very small."[4]
Computer scientist David Naiditch characterizes HAARP as "a magnet for conspiracy theorists", saying that HAARP attracts their attention because "its purpose seems deeply mysterious to the scientifically uninformed

I guess George w bush did it bc everyone knows bush don't like black people. The bilderberg group ordered bush to to do this at the 2004 bohemian grove convention.

Did you remember how quickly Katrina strengthened - no way a normal hurricane would do that without some help from man.
Wasn't even the record storm for the year.
quote:
Fastest Intensification from a Tropical Storm to a Category 5 Hurricane:
16 hours - 70 mph to 155 mph - Hurricane Wilma 2005
Maximum pressure drop in 12 hours:
87mb - Wilma 2005
Maximum pressure drop in 24 hours:
98mb - Wilma 2005 - 1200 UTC October 18 to October 19
Guess the scientists couldn't steer that one
