What's happening on the West Coast and in places like Philadelphia will be in every city soon enough.

The problem is that the higher end of the gene pool is the group that is declining.
Reverse evolution, is that a thing?

People are getting dumber. That's not a judgment; it's a global fact. In a host of leading nations, IQ scores have started to decline.
Though there are legitimate questions about the relationship between IQ and intelligence, and broad recognition that success depends as much on other virtues like grit, IQ tests in use throughout the world today really do seem to capture something meaningful and durable. Decades of research have shown that individual IQ scores predict things such as educational achievement and longevity. More broadly, the average IQ score of a country is linked to economic growth and scientific innovation.
Even children born to high-IQ parents are slipping down the IQ ladder.
So if IQ scores are really dropping, that could not only mean 15 more seasons of the Kardashians, but also the potential end of progress on all these other fronts, ultimately leading to fewer scientific breakthroughs, stagnant economies and a general dimming of our collective future.

The decrease started a few decades ago, we have passed peak intelligence and are on the downslope.

This is not at all a bad thing. People are living longer and right now population continues to increase.
I actually believe we already have too many people in the US.
I don't know about yall, but I don't think a woman with 7 kids with 6 different men, who doesn't work and her kids are in the streets by the time they are 10-11 years old is a good way to expand the population. If all 7 of her kids end up having kids then raising them they same way they grew up.. Well.. you do the math. If each of the 7 only have 2 kids, that's 14 kids growing up in the streets, etc.
This is probably humans just adapting.

I wonder how much the rapid evolution of technology has to do with this.

The plummeting birthrate is an impending catastrophe.
I beg to differ.
The dropping birth rate will actually save us from ourselves.

Some, I'm sure.
Humans basically don't have to work hard to research problems, just crank up the computer.
Humans stopped learning how to do things and problem solve. Everything is systemized and credentialed.
Technology has already surpassed the ability for must humans to use it for their own good.

This is what we get for an educated female populace and giving them total control over reproduction with birth control and abortion.

Do you guys know a lot of people aged 20-25. I do, and 80% are either in no hurry to have kids or don't want kids.
Talk to realtors who come across younger couples. They will tell you with a lot (not all) of these couples, having a small yard for their little dogs is more important than a yard for their kids. Here are some of the reasons a lot of young people don't want kids:
1. The cost of things - insurance, daycare, medical costs..
2. A lot of these young people are children of divorce, and they don't want to put a child through that.
3. These young people are still acting like children
themselves, and don't want to grow up.

Well, that is an example of a policy that is both reasonable and smart, but the people who would not like it tend to vote in a block that would be against it. I think we have passed the tipping point. We have more unproductive people that productive people and I don't see that changing anytime soon.

The big thing with zoomers appears to be having pets instead of children.

People who decreasingly have skin in the game for the future of the country/planet is a bad recipe

The question is not how many people are getting born, but who are the parents?
The interesting part is that as income and intelligence increases, fertility and number of children decrease. The inverse is equally true.
The hilarity of it all is that there are some who still see birth control as a bad thing, despite the demographic that it mostly inhibits from having children.

Reverse evolution, is that a thing?
It's real , and actually called DE-evolution, or devolution.
Devolution, de-evolution, or backward evolution (not to be confused with dysgenics) is the notion that species can revert to supposedly more primitive forms over time
One of the first biologists to suggest devolution was Ray Lankester, he explored the possibility that evolution by natural selection may in some cases lead to devolution, an example he studied was the regressions in the life cycle of sea squirts. Lankester discussed the idea of devolution in his book Degeneration: A Chapter in Darwinism (1880).
Of course, it was also popularized by these guys:
