My roommate tried this from the third floor balcony at University Commons.
He broke his neck.
ETA this happened Saturday night after a football game in 2005, he sat in his Barca lounger all day Sunday and finally went to the doctor on Monday because he didn’t feel great. Once they x-rayed him they immediately strapped him down and took him into surgery. He was very lucky.

Assuming it was decently close and the angle was right, I would think you’d want to kind of hit the branch with your gut and sort of wrap up around it.
I doubt many people could Tarzan it and actually jump and grab it and have any control over what happened next. Your only hope is that it’s close enough to do a reach/lean/fall to it and grab the branch. Any more momentum than that and your smart arse friends are posting it on YouTube.

We like watching American Ninja Warrior and some of the obstacles are similar to this. Its definitely doable for someone with the right training but a lot of things matter including the distance of the jump.
Most important factor is probably size of branch, for it to work the branch has to be strong enough to hold bodyweight +, and also small enough to get a grip. Unless someone has Michael Jordan sized hands there aren't too many branches that fit both criteria.
Also learned from ninja warrior, mixed grip (one had grabs facing forward, the other grabs facing towards body) is your best chance by far.

frick. I lived on the third floor at the Commons and I’d never ever consider jumping off from there. What did he try to jump onto? I don’t recall any trees or anything to grab onto.

Yep. What I learned is that once you grab the branch, the momentum of your lower body will continue to swing through. Once your legs swing to the other side and begin to approach being parallel with the ground, your hands have also rotated on the branch. At which point the “C” or hook that is formed by your thumb and fingers on the branch is towards the bottom of the branch and no longer supports your weight at which point gravity directs your body to the ground. Unless you have trained as a gymnast on the high bar and know how to anticipate this, I suspect the first time would result in the same for most people.
I can’t remember what I jumped from, certainty not as high as a balcony but the main tree limb actually bent down as well, so my distance to the ground wasn’t as far. And there was a girl close by I was trying to impress. That was a failure as well.

Best chance is if the branch is near the height of the balcony, in which case you need some horizontal thrust in the branch's direction. As per Galileo and Newton, if the branch is significantly lower than your starting point, your exponential acceleration will magnify the forces on the branch, and likely tear it from the tree or your arms from your torso. Be sure and say "splat" when some of your parts hit the ground.
