No doubt this is her mess... but there have been fighting between the firemen and city hall for at least 40 years. Tons of incompetence to go around between the union bosses and the fire chiefs / city hall.
Just like he did with the police dept, Mitchy didn't recruit new firemen for years in order to bring salary expense down and balance the budget. Well, he went to far and now we don't have enough, and we don't pay well enough to quickly hire new ones, or retain the ones we have.
The city needs to find the money to raise pay much higher, in order to keep and recruit firemen. End of story.
