That is the pathetic irony. Like the NOPD and SWB they are understaffed. That is the root problem and it is caused by folks not wanting to come to a broken department. This only makes it less likely more will apply.

You misspelled under funded. Just as important, the NO S&WB is completely inflexible when it comes to new (and more cost effective) materials. They have an absolutely ancient specification book, and no one with the guts to approve an updated specification.
S&WB needs to fire a third of their workforce. Incompetent and lazy is a bad combination.
