I understand a swamp is low, water migrates there and during a flood it fills up, but it had already taken over a foot of rain so it wasn't empty.
Plus all this is calculated in advance when the modelers make their predictions

I think he means it is a false sense of security. The swamp won't dump into the bayou but it won't hide the true rate of back flooding and the water will shoot up
Basically this... people see their locations barely budging when the true rate of input is being sent into the swamp.
