I can understand that. Its frustrating as a taxpayer to see a disproportionate amount of money being sent to areas that won't even help themselves. Perhaps if 40% of the black community members in this city weren't unemployed, this would be a non-issue because our contributions would be equitable. In a way, I think St. George is an indicator for what happens next in our nation. Wouldn't surprise me at all to see states make a legitimate attempt to secede.
Instead, BR residents see tax increases while the quality of services (e.g. education, protection, infrastructure) continue to decline. Why would people continue to support that model?

The Mr Gattis on Essen@Perkins was packed with kids and families while delivery drivers were making good money around 1980. I'd say Essen area has been thriving for 30 yrs.

I grew up right down the street from them but have trouble judging exactly when Essen went from "bustling" to "the center of town". Certainly by the late 80s.
When my parents moved there in the 70s, it was the country with only Channel 33 out there. The Lake moving there kicked things into overdrive.

Don't think this is what's generated. I think this is the amount swept into the Baton Rouge city budget from the parish budget. The unincorporated area area contribute a great deal more than 65. The problem people have is once it leaves the parish budget it isn't available to the residents ofthe unincorporated area.
Also I don't think the sswept amount is 65 more like 52.
Roughly half a billion over the last ten years.

I've heard 2/3 of the parish taxes come from the unincorporated area. 1/3 of expenditures are spent in the unincorporated area.

Bingo.
From the 2013 budget, approximately $111M in funding came from the Parish. Roughly $65m of that was directly spent to cover Parish offices / services and the remaining $45m+ was kicked into the BR General Fund.
If you look at it solely from the sources of funding, as listed on page 300 or so of the budget, BR proper pays the Fire Department, Police Department, and a few other minor things.
Just about everything marked "50-50" or "60-40" is covered almost entirely by the Parish thanks to the transfer of that $45m+ to cover the city's $70m in shared costs.

I will say this regarding Delgado. I went from mildly annoyed with him (see my earlier post) to planning to actively support whoever runs against him next. I think he really stepped on his wiener with this deal.

The only thing I think they are talking about as far as being neglected, is all the millions they pay in taxes that go ONLY to BR.
Like the fire and police protection for instance.
They have separate property taxes for those, including their own fire districts outside the city limits which only serve SG.

I think everyone need to look at where the money is going now in the East Baton Rouge / City of Baton Rouge budget now. The local services agreement started in 1991 allows the city-parish government to move money between the two. The big issue I have with it is that money is only being moved from the parish revenues to cover city only expenses. In 2014 $52 million in revenue generated in the parish (outside city of Baton Rouge) was moved to city side of the budget to cover expenses. In 2013 it was $45 million. In addition, the following agencies are funded entirely by revenue generated by the parish: District Court, Clerk of Court, Family Court, Juvenile Court, District Attorney, Registrar of Voters, & Coroner. It is shown starting on page 333 in the 2014 City-Parish Budget at the following link LINK
This is why the Mayor is against the City of St. George - they will lose a revenue stream. The parish residents see only a small return on the sales tax revenue generated in the parish - the city takes a huge portion of it.
