The areas in question pretty much developed in the last 40 years, when BR decided to merge with the parish rather than continuing to incorporate new areas.
What we are seeing is areas which have been nominally Baton Rouge realize how screwed they have gotten due to high spending in the city which is subsidized by the unincorporated portions of the parish (then).
BR had their chance to incorporate most, of not all, of these areas and decided not to, instead focusing on grabbing the commercial areas near those homes.

Then explain? For the record I live in Zachary,and pay my taxes personally and for my business. My four children also attend private school.

No you aren’t understanding situation or the city limits of Baton Rouge. No one living in proposed St George area lives within city limits of Baton Rouge. St George is not breaking away from Baton Rouge or the parrish.

EBR Parish is comprised of five areas: The City of Baton Rouge, Zachary, Central, Baker, and the unincorporated area.
We all pay a state sales tax of 4.45%
Any incorporated area inside EBR sets their own sales tax rate.
However, the unincorporated area pays the BR City rate of 5% because of the consolidated government. A large portion of this revenue collected - about $50 million per year - goes to pay for BR City services that the people living in the unincorporated area are not entitled to receive.

Perhaps if Judge Elmer Gordon West had not sat on the original deseg order from 1963 EBR Parish would not have been in this crazy scenario that it is in today. The deseg order was ignored by Judge West and the school board until 1975 when the 5th Circuit vacated Judge West and gave the case to Judge Parker, and here we are. In 1963 the parish population was much less and there were less schools to desegregate,instead many refused to be bussed and wound up going to private or "magnet" schools. Judge West probably realized that EBR parish would never desegregate.

My kid's school doesn't even have bus service. Maybe she could ride on my handlebars in a 108 degree heat index down Jefferson Hwy

Hell, for safety reasons alone I wouldn’t send my kid to one of the bad EBR schools. The Frontline special from 5 years ago stated there were 61 arrests at Woodlawn HS in one year. Then there are the hundreds of disciplinary issues (some violent) that don’t involve arrests. I know teachers and coaches at Woodlawn who have been assaulted. I was at a game between an EBR school and a private BR school when a brawl erupted in the EBR school’s student section and spilled onto the court - students, players, even cheerleaders were throwing haymakers.
If you really want to know more about this topic, talk to someone who has taught at Belaire, Woodlawn, Istrouma, Glen Oaks, etc and ask how it goes on a daily basis. They will tell you the fights usually start before the first bell and they feel bad for the kids who are there to learn. Hard to prepare those kids for college when the kids sitting next to them are duking it out, know what I mean?
