Suttle was in shock. He didn’t know anyone with HIV. Even as a young gay Black man in the South, he wasn’t aware he was at risk. No one talked about HIV where he was from.
bullshite

That's bullshite! Where is your source? What community are you referring to?

Now do the statistics on syphilis, gonorreha, and herpes for Louisiana. Recently the state health board said we had an epidemic of STDs.

Knowing the Advocate, it was written like that intentionally to make it sound like law enforcement is ignoring the law for whites. There are a lot of racist people on that newspaper staff.

Which is related to the downlow issue.
I hear that this is actually an issue in some parts of the the midwest and south given that the LGBT lifestyle is very taboo for many in the black community (so safety is, as a consequence, also not really on the radar). The infected often catch it with their 'extra curriculars' on the DL, then unknowingly pass it to their wife or girlfriend.
This is one of those cases where we need to educate on risk factors, safety, and testing. It's probably worth spending taxpayer dollars on some of this since HIV is still extremely serious (and very costly for Medicaid treat) despite what The Advocate insists.
And I'm sure The Advocate worked very hard to make it seem like this law is targeting people of a certain race. Misrepresenting the facts is their core competency.

Black men make up 15% of the population in this state and 44% of those living with HIV
Is there a positive statistic associated with black males in this country?

Would do some HIV meds for a patient , like $8-9,000 worth of meds ( the expensive new ones that they advertise the hell out of ) a month. They were on Medicaid . For 18 years worth of meds and that’s the minimum time frame I’ll put on this scenario as you can expect to be a lifer on these type meds
That is $1.9 million dollars worth for 1 person
Which is why spending a few bucks on pamphlets, billboards, and even some baseline education on safety and risk in public schools is a worthwhile investment. They do it for HPV and Covid these days. Clearly the HIV elements of that are inadequate given that it's still out there spreading in the open.
That's assuming we are allowed to be honest about the risk factors associated with HIV and homosexual activity and IV drug use. I'm not sure that's possible anymore. The progressive influencers on education fight very hard to keep those facts quiet because of the "stigma" associated with it and its links to the LGBTQ community (particularly the G and B part of it).

Probably not positive in the way you mean.

Yeah, like half of them are positive

How is The Advocate still open?
Haven't been to their site nor read a paper in years.

Great now I'm getting ads from LDH about STDs with pictures of transvestites.

I do agree with you , however just like with monkey pox. There appears to be no restraint able to be shown and they’re just fricking like rabbits all the time plowing every arsehole they can find
Not sure mass messaging will do anything as human desires seem to trump all

The same people that want to make it legal to knowingly expose someone to HIV probably wanted someone not willing to get the COVID Vax thrown in jail.
That's legitimately where we are in this country.
