When I lived uptown and would need something from Whole Foods many times the only parking spaces were the VIP electric or hybrid spaces (no chargers, just a special space in the garage). They were rarely occupied. I would park my truck and no one ever did anything. It was nice.

I'm guessing that was just a joke to make his friends laugh and to see how many panties got wadded up.
There are EV stations in my office's parking deck and I've seen others here and there. i've never noticed an ICE parked in one of those stations.
