Not to sound like a dick, but for you to break into a circle of friends like in Mandeville, you've got to be extremely outgoing and have value to them. You've got to remember, I don't need to be your friend. I already have friends, and I could tell you their entire life stories. I trust and know how they'll react in every situation. Hell, I could do that about people I don't like.
If you're cool, I'll hang out with you, but you're not making it into my circle of trust for a long time
Eta: None of us has had trouble going anywhere and making friends. We're all pretty extroverted, but the above is what you're up against. Don't get too discouraged, but don't expect to be a quiet, depressing a-hole and make friends
The reason you are making friends with refugees is because they are also looking for friends. It's the "internet dating" effect.

This is pretty much exactly what I'm experiencing. My SO is from here, and he doesn't see it. But, I have friends I've known my whole life, too. We get together as often as we can with us all living in different places now. And I told them this story that blew their minds, which I will now share with you. We hdn't been living here very long when we went out to the Tap Room one night. We were sitting at a table on the patio and one of my SO's oldest friends walked out with his SO and another couple. They hugged and chatted for a few minutes. The guy never introduced us to the other people with him. And then they all proceeded to sit down at the table next to us and never acknowledged us again for the rest of the night. That shite is weird. I told my SO I thought that was the strangest thing ever, and he got very defensive of his friend and said it was probably because he was with other people. My friends would never do that. They'd push tables together and pull up chairs and treat the newcomers like they've known them their whole lives. I'm a never meet a stranger kind of person, and the friend situation here is mind boggling to me. But, I am glad to hear someone from here admit that that is how it is. I have given up on trying to make friends here. I just go home periodically and hang out with my tribe.

My boys went to Covington High. Both of them are at LSU (TOPS plus) majoring in Int'l Business and Finance. It is a school that pretty much mirrors the country as a whole. In short, there are students there that I am sure are farmers only or world star types. But you will run into those types at LSU. There is also a ton of great kids there. FWIW, my youngest just found out that his bud is this years student of the year for St. Tammany Parish. I find the ones suggesting to avoid CHS like the plague are usually uninformed and have their kids in a private school. I guess putting down somewhere else is a justification for their decision. I find it is usually white trash that suddenly has some money or someone that moved in from the south shore that is spouting off like that. I say if you want your child in private or parochial school, cool beans. They are good schools with quality people running them. Old Covington money usually would never act in that manner that was presented. It is beneath them. As for the Mandeville social scene, well, the area has had a transient community for awhile. I guess people are a little standoffish in case they or the person they become friends with moves. The ones that have remained in the area are probably pretty tight. I am not excusing the behavior, just trying to explain a possible reason. I get that it could be frustrating though. As for the OP, Mandeville is a good choice imo. If you were really pressing for a recommendation, I would say Madisonville or the 1077 corridor. In spite of what you have read above, I don't think you can go wrong. Good luck with the move.
