The thing is, if you are a 16 year old boy or girl having sex with your teacher you are going to tell someone. Most of the times when a kid gets caught, it's because word of mouth makes it back to a random parent or teacher.
Most adults can't keep their mouth shut, so why would a teenager be any better.
