out of all the teacher-student relationships, i've never really felt "icky", or as it was oh my god terrible, but this statement, and how she mentions a quiz, it kinda makes this one seem worse than the rest of them....

Well the world is always changing, so it is good to have young and bright minds that can keep up with the world around them.
The ability to incorporate technology and to relate to current students is a huge plus.
Some older teachers are able to keep up at this level but most aren't. A large amount of the older teachers I know, let's say 50 and over don't even have smart phones and are very limited in the ability to use technology. In their personal life this may not be a problem but it is not ideal for a modern day classroom when you have digital text books and more.
I remember teaching the 60+ math teacher how to use YouTube to find clips this summer.
The simple fact of the matter is that if you shove a large amount of sexually mature people together for prolonged periods of times then they are going to have sex. Now I am not saying it is right for students and teachers to have sex, in fact I am saying it is wrong, but we are talking about human nature here.
I don't know that it happens more than in the past, but as with most things, I think we just hear about it now because of how easy it is for information to be shared. I mean 30 years ago we would never have heard about some teacher in Utah having sex with a student in Louisiana.

I'm honestly starting to think some version of this is a good idea, though I don't know what the age cutoff should be. This shite has become an epidemic.
