Her entire response does absolutely nothing to address the conflict of interest. I'm in a field where this sort of thing would be easy to do, and despite being incredibly close to many of my clients, I would never consider being an executrix on am estate, much less a paid executrix.
All of her good work doesn't matter if she thinks this type of action is acceptable.

I'm clueless how she was able to use personal funds to provide for her staff's payroll. Presumably she was paid back at some point, perhaps in kick backs like this executrix ordeal.

That needs further explanation for sure. I can't think of any reasonable way that would be allowed from a government agency.
