I personally like a light brown belt and shoes with a navy blue suit.

I don't know why you would wear a black tie with a blue suit.

Solid tie, black/brown shoes, black/brown belt. Shoes should be the same color as the belt unless you're trying to stand out.

Brown shoes, Brown belt, not black tie.


Black shoes/belt/tie is also acceptable, but I think most or many preferable the brown combo with a navy suit.
