A few years ago I read about a woman who had similar issues. She bought a paint ball gun and blasted them. Solved the problem.

Follow them home and then one night go back and dig up their flower beds.

You can get a Fido shock… it is a one wire electric fence thing.. ..
Had a neighbors dogs in my flower beds .. was out once and neighbor let his dogs out the front door ( he had a backyard pool)… watched them come over and do his business in others yards. Asked the neighbor to stop and he said his dog had to crap somewhere..
Watched the dog come over to pee once.. pee on the fence while it was on..

Try a motion activated sprinkler, or Google live animal cage traps. Purchase one of appropriate size for the dogs involved and set it up where they have been digging. Bait the trap with tasty dog food/treats. Once captured you can load the cage trapped dog in your vehicle and release/relocate it miles away!
I have used this type of cage to get rid of nutria and armadillos devastating my yard and ditch, except those get exterminated with a 22 caliber pistol.

Get the hottest, hot sauce you can find and sprinkle around the flower beds. It’s not going to kill the dog and it should do the trick, it would work best if you know the daily routine of the dogs and sprinkle it around minutes before they arrive.

A full automatic Airsoft gun has been very effective for me in the past.
My neighbor didn't care for it while she witnessed it in person. Her dog was digging a hole in my bed to lay in the cool dirt and this was usually while she was out working in her own flowerbeds and watched the dog do it.
